House Bill 408 (HB408):
House Bill 408 (HB408) requires Delaware’s existing medical marijuana compassion centers to pay conversion fees to operate in the adult-use recreational market. Specifically, the legislation sets the conversion license fees at $200,000 for cultivation permits and $100,000 for manufacturing, retail, and testing permits. These fees can be paid quarterly over 12 months, or over 18 months with a 10% increase. The funds collected from these fees are earmarked to provide financial assistance to social equity applicants entering the cannabis industry.
HB408 focuses on streamlining the regulatory framework for existing medical cannabis businesses transitioning to recreational operations. This bill outlines testing requirements, taxation policies, and operational standards.
Senate Bill 197 (SB197):
SB197 enhances consumer safety by mandating ISO 17025 accreditation for all cannabis testing labs and requiring detailed labeling for all products. It also establishes clear remediation protocols for failed products.
